Salary information for State of Vermont active employees from all branches. Generally, employees who are expected to work year-round have salaries stated as salary type "Annual." Temporary employees have salaries stated as salary type "Hourly." Legislators, who usually do not work year-round, have salaries stated as salary type "Weekly." The weekly rate reported here is the rate paid during the legislative session. Data as of the last Friday of each month. NOTE: Individuals covered by the Safe at Home Act (Title 15 Sections 1150-1160) have been excluded from this list.

The dataset contains the name, gender, county or city of residence (when possible), official title, total salary received during each fiscal year, base salary for the employee, and traveling and subsistence expense reimbursed to state personnel beginning with Fiscal Year 2007.
A status of "TERMINATED" in the column providing the base salary does not indicate that the employee was fired, only that the person no longer works in that position.

- Not all salaries and wages of less than 1 FTE could be confirmed. Employee payroll data for all Cook County employees excluding Forest Preserves, indicating amount of base salary paid to an employee during the County fiscal quarter. Salaries are paid to employees on a bi-weekly basis. Any pay period that extended between quarters will be reported to the quarter of the Pay Period End Date. (e.g. If a Pay Period runs 02/21-03/05, that pay period would be reported in the Q2 period, as the end of the pay period falls in March - Q2)

ISSUE RESOLVED: As of 4/19/2018 there was an issue regarding employee FY2016 and FY2017 payroll in which records were duplicated in the quarterly aggregation, resulting in inflated base pay amounts. Data is collected because of public interest in how the City’s budget is being spent on salary and overtime pay for all municipal employees. Data is input into the City's Personnel Management System (“PMS”) by the respective user Agencies. Each record represents the following statistics for every city employee: Agency, Last Name, First Name, Middle Initial, Agency Start Date, Work Location Borough, Job Title Description, Leave Status as of the close of the FY (June 30th), Base Salary, Pay Basis, Regular Hours Paid, Regular Gross Paid, Overtime Hours worked, Total Overtime Paid, and Total Other Compensation (i.e. lump sum and/or retro payments). This data can be used to analyze how the City's financial resources are allocated and how much of the City's budget is being devoted to overtime. The reader of this data should be aware that increments of salary increases received over the course of any one fiscal year will not be reflected. All that is captured, is the employee's final base and gross salary at the end of the fiscal year. In very limited cases, a check replacement and subsequent refund may reflect both the original check as well as the re-issued check in employee pay totals.
NOTE 1: To further improve the visibility into the number of employee OT hours worked, beginning with the FY 2023 report, an updated methodology will be used which will eliminate redundant reporting of OT hours in some specific instances. In the previous calculation, hours associated with both overtime pay as well as an accompanying overtime “companion code” pay were included in the employee total even though they represented pay for the same period of time. With the updated methodology, the dollars shown on the Open Data site will continue to be inclusive of both types of overtime, but the OT hours will now reflect a singular block of time, which will result in a more representative total of employee OT hours worked. The updated methodology will primarily impact the OT hours associated with City employees in uniformed civil service titles. The updated methodology will be applied to the Open Data posting for Fiscal Year 2023 and cannot be applied to prior postings and, as a result, the reader of this data should not compare OT hours prior to the 2023 report against OT hours published starting Fiscal Year 2023. The reader of this data may continue to compare OT dollars across all published Fiscal Years on Open Data.

The Quarterly Census of Employment and Wages (QCEW) program (also known as ES-202) collects employment and wage data from employers covered by New York State's Unemployment Insurance (UI) Law. This program is a cooperative program with the U.S. Bureau of Labor Statistics. QCEW data encompass approximately 97 percent of New York's nonfarm employment, providing a virtual census of employees and their wages as well as the most complete universe of employment and wage data, by industry, at the State, regional and county levels. "Covered" employment refers broadly to both private-sector employees as well as state, county, and municipal government employees insured under the New York State Unemployment Insurance (UI) Act. Federal employees are insured under separate laws, but are considered covered for the purposes of the program. Employee categories not covered by UI include some agricultural workers, railroad workers, private household workers, student workers, the self-employed, and unpaid family workers. QCEW data are similar to monthly Current Employment Statistics (CES) data in that they reflect jobs by place of work; therefore, if a person holds two jobs, he or she is counted twice. However, since the QCEW program, by definition, only measures employment covered by unemployment insurance laws, its totals will not be the same as CES employment totals due to the employee categories excluded by UI.

Position & Salary information for San Mateo County Job Classifications
The measurement is percent of teachers who were paid on salary steps 1-5 at OUSD schools (data from charters and private schools were not available). Salary steps are a proxy for teaching experience, as teachers move one step up the salary schedule for each year of teaching. In theory, teachers on salary steps 1-5 have between 1-5 years of teaching experience (not just in OUSD, but anywhere). However, it is important to note that salary steps are just a proxy and not always exactly equal to years of teaching experience.
Percents are then calculated at the school level by dividing the number of teachers on salary steps 1-5 by the total number of teachers at that school. Schools are placed into groups based on the racial and ethnic breakdown of their student population (see note below data table for full explanation of grouping). Average percent of teachers on salary steps 1-5 is then calculated for each group of schools.

Compensation is the preferred term over salaries due to the fact that almost all employees are paid hourly. The only Salaried employees are those in elected positions (Mayor, Clerk, City Council people). For historical completed years, an employee’s compensation may include items such as, but not limited to: overtime, certifications, “on call” pay, etc.
For past years, the compensation would be as reported to the IRS with an effective date of the last day of the year. All data within the current year is a predicted compensation and may not reflect what the compensation will be by the end of the year. Previous years reflect what compensation was actually earned.

Temporary and Seasonal employees can have multiple jobs at different pay rates. This data set reflects a combination of all these variables and just sums the compensation into one yearly amount.
Human Resources provides daily reports of all vacant positions within the county. This dataset takes those daily reports, and appends (full joins) them to each other. The 'Report Date' column shows which days' report that record came from.

In concept, a staff year is one person working full-time for one year; it is equivalent to the hours per year a full-time employee is expected to work. A normal fiscal year equals 2,088 staff hours (occasionally 2,080 or 2,096 staff hours). Two workers, each working half that number of hours, together equal one staff year. County salaries and benefits are based on the number of staff years required to provide a service.

Personal income is the income received by, or on behalf of all persons residing in the Iowa county, regardless of the duration of residence, except for foreign nationals employed by their home governments in Iowa. Per capita personal income is personal income divided by the Census Bureau’s annual midyear (July 1) population estimates for the county.

The dataset shows school-level per pupil expenditures by major functional expenditure categories and funding sources, including state and local funds (general fund and state grants) and federal funds.
School districts only report instructional expenditures by school. This report attributes other costs to each school on a per pupil basis to show a full resource picture. The three cost centers are: Non-instructional per pupil spending reported at the school district level;Instructional per pupil spending reported at the district level; andInstructional per pupil spending reported at the school levelEconomically Disadvantaged was used 2015-2021. This data set contains Direct Instructional Expenditures per FTE by school in Utah from 2000-2015. Direct instructional costs include the direct costs of having a teacher in front of the class. These costs generally are limited to the faculty member’s salary and benefits and instructional equipment and supplies. For an entire institution, it may include salaries and benefits for staff who support the delivery of the instruction. All of these calculations are made using appropriated funds – the General Fund, Education Fund, and Dedicated Credits (tuition) that the Legislature approves and all funds, which includes the appropriated funds as well as grants, contracts, gifts, and investment income. The difference between the appropriated funds and all funds can be significant, depending on the institution and its mission.

The comparison of actual expenditures to budget may appear inconsistent. That is because base wages for personnel are fully budgeted in the expense categories regular wages—full-time, regular wages—part-time or regular wages—civil service. The budget does not assume expenditure levels for the various leave categories, such as sick pay, vacation pay, or jury leave. However, actual expenses for various leave categories are recorded based on timesheet coding. The result is that actual expenditures for regular wages are spread across multiple expense categories while the budget is shown in one expense category.
Personnel savings is budgeted to account for the likely savings in personnel costs generated through attrition. However, the savings is realized in the expense categories regular wages—full-time, regular wages—part-time and regular wages—civil service. Therefore, the actual expenditures in the personnel savings expense category will always be zero.

The ACTPS continues to encourage voluntary disclosure by employees. Diversity percentages are based on total ACTPS headcount which assumes that all respondents do not identify as one or more of the diversity groups, which is likely to result in under-reporting of the actual proportion of diversity groups in the ACTPS.
Diversity statistics are also provided in Annual Reports and monitored through the ACTPS Respect, Equity and Diversity Framework. Workforce data in this section has been presented in a way that protects the identity of individual employees.

The financial expenditures of Correctional Services to administer custodial and community-based sentences in the province. This dataset provides financial information such as the gross expenditures on Nova Scotia Corrections; the per capita expenditures on Nova Scotia Corrections, which is calculated using the total population in Nova Scotia; and the average daily cost in adult custody in Nova Scotia, which is calculated using the adult offender population in adult facilities. Fluctuations in the cost of Corrections may be driven by a number of factors, including but not limited to: the level of crime, legislative and policy responses to crime, sentencing practices, and administrative changes relating to organizational structure and the delivery of services, as well as changes in salaries and benefits for staff. The source for the financial information is the Nova Scotia Department of Justice, Financial Services Corporate Service Unit (CSU). Population data is sourced from Statistics Canada Table 17-10-0009-01 (formerly CANSIM 051-0005) -Population estimates, quarterly.
The Public Libraries data set aggregates individual library services and finance data to the town level.
Public libraries provide free borrowing privileges and services to their patrons and receive financial support from local tax funds. Public libraries may be municipal, which are established by and administrative units of local government, or association, which are not units of town government but receive some public funding. Some towns are served by more than one public library.
Library visits include all persons entering a library for any purpose, including persons attending meetings or activities and persons requiring no staff assistance. Circulation counts all library materials of all formats lent out for use outside the library, including renewals. Registered borrowers are all town residents to whom a library has issued membership. Reference questions counts all interactions in which library staff provide information, knowledge, or recommendations to patrons. Town tax appropriation indicates the funds allotted to the library's operation budget from the town. The Adjusted Equalized Net Grand List per Capita (AENGLC) measures town wealth based on property tax and income per capita.

This dataset contains budget and spending data for City Initiatives that use American Rescue Plan Act of 2021 (ARPA) or Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) federal funds. Each row is a different "Initiative Detailed", which is IBO's understanding of the purpose of the funding. IBO developed seven categories of initiative to standardize the comparison of budgeted and spent amounts across agencies: "Initiative Category". The IBO definitions of these categories are below, in order of prioritization (e.g. if a budget code fits the definition of 2. COVID Response – Public Programs and 4. Programmatic Support, it is listed under 2). If readers require more detailed information on spending, the underlying data with the previous initiative names is available for download.
- Covid Response – City Operations: Spending to keep city agencies operating during the Covid pandemic, such as city employee leave for quarantining and vaccinations, air purifiers, personal protective equipment (PPE) for city employees, etc.
- Covid Response – Public Programs: Programs created to protect people in New York City from Covid-19.
- Direct Human Services: Public services provided to meet the financial, physical, or mental needs of New York City residents. This includes ongoing services for housing, food, addiction treatment, childcare, education, anti-poverty, etc. These services are either provided by the government or a nonprofit.

Municipal Fiscal Indicators contains the most current financial data available for each of Connecticut's 169 municipalities. The data contained in Indicators provides key financial and demographic information on municipalities in Connecticut. The data includes selected demographic and economic data relating to, or having an impact upon, a municipality’s financial condition.
The majority of this data was compiled from the audited financial statements that are filed annually with the State of Connecticut, Office of Policy and Management, Office of Finance. Unlike prior years' where the audited financial information was compiled by OPM, the FY 2021 information in this edition was based upon the self-reporting by municipalities of their own audited data.
The most recent edition is for the Fiscal Years Ended 2018-2022 published in September 2024.

The Quarterly Census of Employment and Wages (QCEW) program (also known as ES-202) collects employment and wage data from employers covered by New York State's Unemployment Insurance (UI) Law. This program is a cooperative program with the U.S. Bureau of Labor Statistics. QCEW data encompass approximately 97 percent of New York's nonfarm employment, providing a virtual census of employees and their wages as well as the most complete universe of employment and wage data, by industry, at the State, regional and county levels. "Covered" employment refers broadly to both private-sector employees as well as state, county, and municipal government employees insured under the New York State Unemployment Insurance (UI) Act. Federal employees are insured under separate laws, but are considered covered for the purposes of the program. Employee categories not covered by UI include some agricultural workers, railroad workers, private household workers, student workers, the self-employed, and unpaid family workers. QCEW data are similar to monthly Current Employment Statistics (CES) data in that they reflect jobs by place of work; therefore, if a person holds two jobs, he or she is counted twice. However, since the QCEW program, by definition, only measures employment covered by unemployment insurance laws, its totals will not be the same as CES employment totals due to the employee categories excluded by UI.

METHODOLOGY NOTES (across all datasets for this indicator) The California Employment Development Department (EDD) provides estimates of employment, by place of employment, for California counties. The Bureau of Labor Statistics (BLS) provides estimates of employment for metropolitan areas outside of the Bay Area. Annual employment data are derived from monthly estimates and thus reflect “annual average employment.” Employment estimates outside of the Bay Area do not include farm employment. For the metropolitan area comparison, farm employment was removed from Bay Area employment totals. Both EDD and BLS data report only wage and salary jobs, not the self-employed.
For measuring jobs below the county level, Vital Signs assigns collections of incorporated cities and towns to sub-county areas. For the national context analysis, occupation wage classifications are unique to each metro area. A low-wage job in New York, for instance, may be a middle-wage job in Miami. For the Bay Area in 2017, the median hourly wage for low-wage occupations was less than $20.86 per hour. For middle-wage jobs, the median ranged from $20.86 to $31.30 per hour; and for high-wage jobs, the median wage was above $31.30 per hour.
Occupational employment and wage information comes from the Occupational Employment Statistics (OES) program. Regional and subregional data is published by the California Employment Development Department. Metro data is published by the Bureau of Labor Statistics. The OES program collects data on wage and salary workers in nonfarm establishments to produce employment and wage estimates for some 800 occupations. Data from non-incorporated self-employed persons are not collected, and are not included in these estimates. Wage estimates represent a three-year rolling average.
Due to changes in reporting during the analysis period, subregion data from the EDD OES have been aggregated to produce geographies that can be compared over time. West Bay is San Mateo, San Francisco, and Marin counties. North Bay is Sonoma, Solano and Napa counties. East Bay is Alameda and Contra Costa counties. South Bay is Santa Clara County from 2001-2004 and Santa Clara and San Benito counties from 2005-2017.
Due to changes in occupation classifications during the analysis period, all occupations have been reassigned to 2010 SOC codes. For pre-2009 reporting years, all employment in occupations that were split into two or more 2010 SOC occupations are assigned to the first 2010 SOC occupation listed in the crosswalk table provided by the Census Bureau. This method assumes these occupations always fall in the same wage category, and sensitivity analysis of this reassignment method shows this is true in most cases.
In order to use OES data for time series analysis, several steps were taken to handle missing wage or employment data. For some occupations, such as airline pilots and flight attendants, no wage information was provided and these were removed from the analysis. Other occupations did not record a median hourly wage (mostly due to irregular work hours) but did record an annual average wage. Nearly all these occupations were in education (i.e. teachers). These data are collected from Washington Workers' Compensation system files (State Fund and Self-Insured). They provide industry specific Work-related Musculoskeletal Disorder (WMSD) claim rates. Risks for WMSDs vary across industries. The rates are for ‘compensable’ claims which are those that typically involve expenses beyond medical treatment such as wage replacement, or disability payments. The rate of compensable claims, expressed as the number of compensable claims per 1,000 full-time equivalent workers, is provided for the Washington workers’ compensation risk classifications, and four levels of the North American Industry Classification System - industry sector, industry sub-sector, industry group and industry. A comparison measure of the industry’s rate to the overall state workers’ compensable WMSD claim rate, a ‘rate ratio’ is provided.

Beginning with tax year 2015, the Department of Taxation and Finance (hereafter “the Department”) began producing a new annual population data study file to provide more comprehensive statistical information on New York State personal income tax returns. The data are from full‐year resident, nonresident, and part‐year resident returns filed between January 1 and December 31 of the year after the start of the liability period (hereafter referred to as the “processing year”). The four datasets display major income tax components by tax year. This includes the distribution of New York adjusted gross income and tax liability by county or place of residence, as well as the value of deductions, exemptions, taxable income and tax before credits by size of income. Caution: The current datasets are based on population data. For tax years prior to 2015, data were based on sample data. The ACS replaces what until 2000 was the Long Form of the census; both have been based on surveys of a partial sample of people. The ACS sample is so small that surveys from five years must be combined to be reliable. The 2013-2017 ACS is the most recent grouping of 5 years of data. ACS data have been proportioned to conform with 2010 Census total population and total households.
The following datasets and tables correspond to the data elements reported in the annual Public Library Service – PLS (formerly the Federal State Cooperative System [FSCS] for Public Library Data) survey published by the Institute of Museum and Library Services (IMLS). These data elements are a sub-set of the “Statistical Annual Report of Public Library Services” survey administered by the Utah State Library Division.
The data are from the Census Bureau's Consolidated Federal Funds Reports on Federal expenditures and obligations for grants, salaries and wages, procurements, direct payments, direct loans, guaranteed loans, and insurance obtained from Federal Government agencies. Each file contains Federal outlays by program for each county in the State. County population is also included so that per capita spending can be calculated. Summary of the data for the United States and a ZIP file for all States are also available.

DESCRIPTION Jobs by wage level refers to the distribution of jobs by low-, middle- and high-wage occupations. In the San Francisco Bay Area, low-wage occupations have a median hourly wage of less than 80% of the regional median wage; median wages for middle-wage occupations range from 80% to 120% of the regional median wage, and high-wage occupations have a median hourly wage above 120% of the regional median wage.

METHODOLOGY NOTES (across all datasets for this indicator) Jobs are determined to be low-, middle-, or high-wage based on the median hourly wage of their occupational classification in the most recent year. Low-wage jobs are those that pay below 80% of the regional median wage. Middle-wage jobs are those that pay between 80% and 120% of the regional median wage. High-wage jobs are those that pay above 120% of the regional median wage. Regional median hourly wages are estimated from the American Community Survey and are published on the Vital Signs Income indicator page. For the national context analysis, occupation wage classifications are unique to each metro area. A low-wage job in New York, for instance, may be a middle-wage job in Miami. For the Bay Area in 2017, the median hourly wage for low-wage occupations was less than $20.86 per hour. For middle-wage jobs, the median ranged from $20.86 to $31.30 per hour; and for high-wage jobs, the median wage was above $31.30 per hour.
Occupational employment and wage information comes from the Occupational Employment Statistics (OES) program. Regional and subregional data is published by the California Employment Development Department. Metro data is published by the Bureau of Labor Statistics. The OES program collects data on wage and salary workers in nonfarm establishments to produce employment and wage estimates for some 800 occupations. Data from non-incorporated self-employed persons are not collected, and are not included in these estimates. Wage estimates represent a three-year rolling average.
Due to changes in reporting during the analysis period, subregion data from the EDD OES have been aggregated to produce geographies that can be compared over time. West Bay is San Mateo, San Francisco, and Marin counties. North Bay is Sonoma, Solano and Napa counties. East Bay is Alameda and Contra Costa counties. South Bay is Santa Clara County from 2001-2004 and Santa Clara and San Benito counties from 2005-2017.
Due to changes in occupation classifications during the analysis period, all occupations have been reassigned to 2010 SOC codes. For pre-2009 reporting years, all employment in occupations that were split into two or more 2010 SOC occupations are assigned to the first 2010 SOC occupation listed in the crosswalk table provided by the Census Bureau. This method assumes these occupations always fall in the same wage category, and sensitivity analysis of this reassignment method shows this is true in most cases.
In order to use OES data for time series analysis, several steps were taken to handle missing wage or employment data. For some occupations, such as airline pilots and flight attendants, no wage information was provided and these were removed from the analysis. Other occupations did not record a median hourly wage (mostly due to irregular work hours) but did record an annual average wage. Nearly all these occupations were in education (i.e. teachers). A historical tabulation of selected tax return statistics by counties and other geographic areas reported every year by the Research Section at the Department of Revenue. Source data comes from Tables A through D in the "Returns by county, other states, and city" spreadsheet that accompanies every annual Personal Income Tax publication. Data are reported for all 36 Oregon counties as well as five areas outside Oregon, based on the mailing address on the return when it was filed. Clark County, Washington, is reported separately from the remainder of Washington because so many Clark County residents work in Portland. Idaho and California also have individual tables. Returns from all other states (and outside of the US) are grouped together as "Other". For full-year resident returns, Oregon AGI is the same as federal AGI. For part-year resident and nonresident returns, Oregon AGI is determined from Oregon sourced income and adjustments. Note that some rows have blank cells indicating that data has been omitted, often for disclosure reasons. See "data limitations" below.

Any Principal Lobbyist required to file a Statement of Registration for a Client in a biennial period must also file Bi-monthly Reports, regardless of Compensation, Expenses, or Lobbying Activity, up to the Lobbying Agreement Termination (End) Date. The Bi-monthly Report requires the Filer to disclose the Lobbying Activities that occurred, and monies spent during the applicable reporting period. Proper disclosure of these Lobbying Activities necessitates a level of specificity that makes clear to the public exactly what and who was being lobbied during the specific Bi-monthly reporting period.
Any Contractual Client retaining, employing or designating a Lobbyist or Lobbyists (whether or not any such Lobbyist was required to file a Statement of Registration or Bi-monthly Report) who incurs or reasonably anticipates incurring more than $5,000 in combined Reportable Compensation and Expenses for Lobbying Activities on a State and/or Municipal level, is required to submit a Client Semi-Annual (“CSA”) Report. Economic characteristics for the timespan 2007-2011 from the US Census Bureau
This is a collection of data reported in LACERS Annual Financial Report since Fiscal Year End 1990, which includes selective data from the yearly Actuarial Valuation, Audited Financial Statement, and Investments Reporting generated after the end of each Fiscal Year. Average Healthcare Subsidies data are the exception and are pulled from Health division dashboards at fiscal year end. Yearly and multi-year investment return averages are based on time-weighted reporting. Some figures are rounded, as reported in the documents referenced above. Actuarial Valuations and Annual Financial Report documents, in electronic form, can be found on the LACERS.org website at https://www.lacers.org/reports-and-statistics.

Community-Based Survey of Supports for Healthy Eating and Active Living (CBS HEAL) is a CDC survey of a nationally representative sample of U.S. municipalities to better understand existing community-level policies and practices that support healthy eating and active living. The survey collects information about policies such as nutrition standards, incentives for healthy food retail, bike/pedestrian-friendly design, and Complete Streets. About 2,000 municipalities respond to the survey. Participating municipalities receive a report that allows them to compare their policies and practices with other municipalities of similar geography, population size, and urban status.
The CBS HEAL survey was first administered in 2014 and was administered again in 2021. Data is provided in multiple formats for download including as a SAS file. A methods report and a SAS program for formatting the data are also provided.
Public Monies are funds that have been designated for programs, grants or discretionary funds, but which have not been allocated by law to specific recipients and are not part of a Governmental Procurement. Disbursement of Public Monies Bi-Monthly Reports (‘DPM’) are required only if the Lobbyist already has at least one active Registration on file for non-public money lobbying, and the Lobbyist exceeds or anticipates exceeding an additional $5,000 related to Attempts to Influence the disbursement of Public Monies in excess of $15,000. DPM reports are filed in accordance with the same schedule applicable to Bi-monthly Reports, but are only required to be filed if DPM lobbying occurred during the applicable bi-monthly period.

The Small Area Health Insurance Estimates (SAHIE) program was created to develop model-based estimates of health insurance coverage for counties and states. This program builds on the work of the Small Area Income and Poverty Estimates (SAIPE) program. SAHIE is only source of single-year health insurance coverage estimates for all U.S. counties.
For 2008-2014, SAHIE publishes STATE and COUNTY estimates of population with and without health insurance coverage, along with measures of uncertainty, for the full cross-classification of: •5 age categories: 0-64, 18-64, 21-64, 40-64, and 50-64
•3 sex categories: both sexes, male, and female
•6 income categories: all incomes, as well as income-to-poverty ratio (IPR) categories 0-138%, 0-200%, 0-250%, 0-400%, and 138-400% of the poverty threshold
•4 races/ethnicities (for states only): all races/ethnicities, White not Hispanic, Black not Hispanic, and Hispanic (any race).
In addition, estimates for age category 0-18 by the income categories listed above are published.
Each year’s estimates are adjusted so that, before rounding, the county estimates sum to their respective state totals and for key demographics the state estimates sum to the national ACS numbers insured and uninsured.
This program is partially funded by the Centers for Disease Control and Prevention's (CDC), National Breast and Cervical Cancer Early Detection ProgramLink to a non-federal Web site (NBCCEDP). The CDC have a congressional mandate to provide screening services for breast and cervical cancer to low-income, uninsured, and underserved women through the NBCCEDP. Most state NBCCEDP programs define low-income as 200 or 250 percent of the poverty threshold. Also included are IPR categories relevant to the Affordable Care Act (ACA). In 2014, the ACA will help families gain access to health care by allowing Medicaid to cover families with incomes less than or equal to 138 percent of the poverty line. Families with incomes above the level needed to qualify for Medicaid, but less than or equal to 400 percent of the poverty line can receive tax credits that will help them pay for health coverage in the new health insurance exchanges.

Margin of error (MOE). Some ACS products provide an MOE instead of confidence intervals. An MOE is the difference between an estimate and its upper or lower confidence bounds. Confidence bounds can be created by adding the margin of error to the estimate (for the upper bound) and subtracting the margin of error from the estimate (for the lower bound). All published ACS margins of error are based on a 90-percent confidence level.
